Scott Loper, a former New Jersey Internal Investigations police officer, ran across a police-run drug ring in Durham, Ontario. Discovered as he was about to expose the ring, he was jailed under dubious charges after his wife was intimidated into filing a restraining order against him. He was sentenced for violating that restraining order.
